I've heard it said by many docs and nutritionists that the way to help low blood sugar headaches is this: Eat three regular meals and three small snacks (in between the meals and one before bed). The snacks should contain some protein, like peanut butter and crackers or cheese and crackers. The snacks help keep the blood sugar up between meals. I don't know if you've tried this or not, but I know it's helped many people.
